3. Provide effective preschool training that prepares children with communication disorders for successful     schooling, especially in mainstream learning environments.

4. Provide stimulating learning environment appropriate for young children with communication disorders with     ideal adult : child ratio.

5. Empower caregivers of young children with communication disorders so that they are able to become     parallel educators, and provide ongoing supports to their children’s education.

6. Provide space for manpower training in related fields like speech and hearing, and special early childhood     education among others.
